HMS executive staff is composed of Veterans and business professionals with more than 100 years of combined executive leadership.

Harry M Siegel, Chairman & President

Harry M. Siegel has been the HMS President since founding the company in 2003. He has over 25 years of project resource management and marketing experience, 20 years of which involved the direction of large organizations and multimillion-dollar operations. Mr. Siegel is a 1973 Graduate of the US Naval Academy and holds a Master's Degree in Computer Systems from the Naval Postgraduate School in Monterey, California.

As the senior executive and Chairman, Mr. Siegel plays a central role in corporate strategic direction, overall marketing plans, and corporate partnerships within the company.

William J. Kirkpatrick, Chief Executive Officer

As CEO, William “Bill” Kirkpatrick oversees the strategic and daily management of the company and works to strengthen HMS’ key partnerships to further business development. He also serves as HMS’ Corporate Security Officer and is responsible for guiding and overseeing all hardware sales and integration projects for both the Federal Government and commercial industry.

Prior to HMS, Mr. Kirkpatrick garnered over 22 years of project management, human resource management, and marketing experience. He retired from the US Air Force with more than 20 years of distinguished service.

Elizabeth M. Andrews, Chief Financial Officer

Elizabeth “Tina” Andrews is the Chief Financial Officer at HMS where she has successfully positioned HMS as cost-competitive small business in various areas of Federal contracts. She oversees daily business operations for the company, manages the accounting and HR teams, and is responsible for corporate planning, budgeting, billing, and job costing.

Ms. Andrews has over 20 years of accounting and financial services experience from small start-ups to larger firms such as Wartsila, NSD Power, and Kaplan & Kaplan. She is a certified LPN, holds a Bachelor of Science degree in Accounting from the University of Baltimore, and a Masters of Business Administration from the University of Maryland.

Carter Craft, Vice President

Mr. Craft joined HMS in 2008 and has been responsible for many components of corporate operations including Professional Services Delivery and Business Development in the Federal Civil market. Carter has more than 21 years of compounding management and leadership experience in the IT Operational and Services industry with an additional 8 years of small business development and entrepreneurship. Managing more than $100M in Federal programs, $500M in commercial expansion, and $8M in private small business revenue growth.

His career started in the late 1980’s supporting Sprint’s cross country fiber optic deployment, into the 1990’s he was engineering New York Bell’s outside plant telephony systems and Army/Army Reserve telecom/data projects for GTE, and then he moved on to managing the deployment of the world’s largest Internet backbone for UUNET (Now Verizon Business, formerly MCI/WorldCom).

Roy Jones Jr., Vice President

Roy Jones has more than 12 years of experience in Contract and Project Management and currently manages all aspects of HMS’ contracts department as well as performing in-house legal review of all incoming and outgoing legal documents and agreements. Mr Jones also serves as the Program Manager for HMS’ Mentor Protégé relationship with IBM sponsored by the National Geospatial Intelligence Agency, Central Research sponsored by the Department of Treasury, and Business Integra sponsored by Department of Health and Human Services.

Mr. Jones has a Master of Science in Industrial Relations from West Virginia University, a Masters Certificate in Government Contracting from George Washington University School of Business, and is a National Contracts Management Association (NCMA) Certified Professional Contracts Manager (CPCM).
