VHA’s Office of Connected Care innovative Home Telehealth (CCHT):

provide the complete platform, products, training and services (potential to serve over 88,000 veterans with a contract valued at over $250M).

VA Rural Health effort:

provide & manage on-site Rural Health Community Coordinators (RHCC) to each of the 56 Rural Health VAMCs identified in the VAMCs designated “Rural Health” List. The RHCCs shall provide support services for successful deployment and implementation of VLER Exchange, Direct, Blue Button Download, and support programs to include community outreach, project coordination, analysis of shared data, analysis of project status, and reporting of Exchange, Enrollment, Direct, Blue Button Download, and all health data exchange applications including Veterans Health Information Systems & Technology Architecture (VistA) Web and Joint Legacy Viewer (JLV).

Integration/SDLC – ITSM

enabled HMS to demonstrate its vast knowledge in providing integration into various VistA and COTs systems within VA. Whether the requirements were to provide PIV/CAC support tied into ADFS or monitoring into a single pane using SolarWinds, HMS delivered seamless integration with a minimal footprint into VA systems. Integration is not just development but requires the necessary rigors following a full SDLC from requirements, test/508, security, and deployment while working in parallel with the existing application teams.

Cyber-Security & PMO management:

HMS covers a wide spectrum in delivering and supporting security services within VA, which all contribute to the requirements crucial in the RPOS program. Today, we provide Privacy Impact Assessment (PIA), where HMS provides services that include analysis that identifies risks associated with the use of Personally Identifiable Information (PII) and/or Protected Health Information (PHI). PIA provides a framework for ensuring vital data stewardship issues are identified, addressed, and incorporated into all phases of the System Development Life Cycle (SDLC) of VA’s IT assets.

  • HMS procured and integrated a myriad of equipment to deliver mobile wireless classrooms and train multiple agencies worldwide for emergency responses to natural disasters like Hurricanes Katrina and Rita. The purpose is to have adequate command and control for public safety and recovery. Equipment integrated included tablet PCs, color and black and white printers with 3COM access points, Gateway servers for firewall and network management, projectors, smart boards, and specially designed shipping boxes for moving the components to the education site.

  • HMS supports the enhancement and modernization of the lifecycle processes the Department of Defense utilizes to manage senior executive talent and resources. This is accomplished through the application of proven business principals, project management techniques and information management capabilities.  This effort requires HMS to support the Civilian Senior Leader Management Office (CSLMO) by providing advisory and assistance services to support the overall Defense strategy of enhancing information sharing and collaboration, improving and strengthening enterprise management approaches and methodologies and leveraging existing technology and automated systems.

  • Provide Lexmark printing products and supplies across the Air Force’s entire enterprise. $70M contract.
United States Coast Guard Logo
  • HMS is providing fully engineered, furnished, and installed Joint Interoperability Test Control (JITC)-Approved UC VoIP solutions. HMS’s effort will standardize the communication systems for the USCG by implementing a single Avaya Unified Communication System solution across the enterprise. HMS will be implementing the solution to over 650 premise-based telephone system platforms deployed across the USCG. These telephone platforms are stand-alone systems, operating independently of each other at over 400 shore units and over 250 floating units.

  • Services include ensuring continuity of essential functions after a disaster; assisting the Department and its division in developing and documenting requirements; assisting Responders in the planning and executing of a response to an event; assisting in implementing various COOP/DR plans with the divisions; providing performance measurements as a monitoring tool; maintaining compliance; and communicating with other Functional Area contractors.

  • HMS is contracted to build and maintain the Firms Master List Service (FMLS).  FMLS serves as the master source of core firm data within the Food and Drug Administration (FDA), providing common firm data services to all Office of Regulatory Affairs (ORA) applications. FMLS is a Web-based application that integrates with center systems to share and synchronize the firm's data, and support real-time interfaces to standardize, validate, and match new and updated firm data. The end result of the FDA-wide initiative of building this information framework is an enterprise-level ‘record of reference’ that becomes the "official" record for a given establishment or facility, product, shipper, manufacturer, drug, device, or other entity.

  • The National Institute of Health (NIH), through the National Institute on Drug Abuse (NIDA), with the Center for Tobacco Products (CTP) of the Food and Drug Administration (FDA), are conducting a national longitudinal cohort study of at least 40,000 current tobacco users, former tobacco users, and those who have never used tobacco. HMS supports the effort by maintaining pre-determined minimum amounts in the incentive funding account to ensure sufficient funds are available for disbursement by a third-party debit card provider. In addition, HMS provides monthly reporting of account activity and labor hours.

  • National Health Information Network (NHIN) HMS, as a partner to IBM, has supported the development of NHIN, a system that enables secure access to healthcare data and real-time information sharing and exchange of healthcare data among physicians, patients, hospitals, laboratories, and pharmacies, regardless of where the medical data is located.

Solutions for Intelligence Financial Management (SIFM) The HMS and Grant Thornton team will support the SIFM project in the following areas:
  • Accounting - Transaction processing and analysis, data analysis and summarization, technical assistance in devising new or revised accounting policies and procedures, classifying accounting transactions, and special studies to improve operations;
  • Budgeting - Assess and improve the budget formulation and execution processes, conduct special reviews to resolve budget formulation or budget execution issues, provide technical assistance to improve budget preparation or execution processes;
  • Audit Services - Ad-hoc auditing services including assistance in developing questions for use at hearings, developing methods and approaches in evaluating new or proposed programmed forecast potential outcomes;
  • Financial Management Services - Assess and improve financial management systems, financial reporting and analysis, strategic financial planning, financial policy formulation, and development.
  • Cost Analysis - Develop detailed multi-year projections for designated projects under various funding scenarios in accordance with established industry, intelligence community and Department of Defense standards and practices;
  • Financial and Performance Audits - Perform financial statement audits, financial related audits and performance audits;
  • Force Structure and Compensation Analysis - Provide recurring, and ad-hoc reporting capabilities to develop the force structure and compensation analysis and products needed to influence programming and execution of resources;
  • Programming - Develop, formulate, and evaluate program and budget submissions, to include identification and program initiatives to address these requirements enhance intelligence capabilities;
  • Program and Performance Evaluations - Develop tools and methodologies to evaluate programs and performance at all organizational levels through the application of process improvement techniques such as Lean Six Sigma and Organizational Project Management Maturity Model (OPM3)

HMS TECHNOLOGIES was selected to perform the data center support for the Department of Homeland Security (DHS), Federal Emergency Management Agency’s Mission Critical Infrastructure Operations (MCIO) Center.  The Department of Homeland Security (DHS) Secretary has designated the support for DHS Continuity of Operations (COOP) facilities as one of the Department's top priorities. The Chief Information Officer (CIO) has tasked the MCIO to take the lead in providing Information Technology Support Services to the DHS COOP facilities. The MCIO mission is to "develop, implement and maintain the Critical Information Technology Infrastructure required supporting the Department's mission of responding to threats and hazards to the nation". HMS TECHNOLOGIES accomplished this work associated with the MCIO and met the DHS objectives for this critical program, as well as implement the guidance and recommendations of the stakeholders.

  • Provide portfolio, program, and PM support in the areas of financial management, business management, budget management, performance management, organizational change management & realignment, Program/Agile Scrum management, and training.
  • Provide acquisition management support to include Acquisition Planning, Acquisition Package Management, Evaluation of Proposals, Review and Analysis, Contract management & Administration, Contract Closeout, and Management Support.
Recovery Accountability and Transparency Board Logo
  • Provide fraud analysts to the Recovery Operations Center (ROC), supporting the recovery of misused government funds to prevent future fraud, waste, and abuse of public money. Also, provide Big Data Artificial Intelligence software which traces money trails and GIS the fraudulent actors.

  • Provide an agency-wide range of information technology (IT) business consulting services that addresses issues such as: strategic planning, governance, management, operations, security, internal controls, hosting environments, applications, enterprise architecture, system conversions, information assurance, system life cycle development, web development, digitization, business solutions, continuity of operations, cloud computing, virtualization, and best practices.
United States Geological Survey
  • HMS, along with our subcontractor JHC Technology, Inc., is facilitating the application lifecycle process through managing new releases of applications and the management of application and infrastructure-as-code in version control repositories. The HMS team has helped the USGS develop, maintain, and test disaster recovery strategies for everything from instances to complex mechanisms such as AWS Cloud HSM, Active Directory, and Jenkins. All tools deployed in the USGS environment by the HMS team are deployed as a highly available architecture. The most notable is the automation of GitHub enterprise high availability for unattended failover. Our team also architected and deployed three different automation layer solutions in the cloud.

  • Electronic Medical Record Project - Performed policy and controls analysis for implementing a new Electronic Medical Record implementation solution for the University of Virginia Medical Center. HMS TECHNOLOGIES consulted with the implementation staff to work thru the issues surrounding the new way of conducting business and recommended hardware and software to be implemented

Mr. Siegel, a graduate of the US Naval Academy, holds a Masters Degree in Computer Systems from the Naval Postgraduate School in Monterey California, and serves as HMS Chairman and President. Mr. Siegel chose the Martinsburg area to eliminate DC gridlock from his employees’ commute and to provide for a country-like setting more conducive to both families and business.

Unique to most high-tech firms, the modern office interiors are blended with unique barn elements throughout the complex. The environment is anti-suit in favor of informal attire and formal, serious, productivity combined with two cats for the feline inclined, and a small golden doodle who roams all three floors converting all humans into dog lovers.

Onsite perks even include free massage every Friday from a professional masseuse. The facility, team, and environment is a well-tweaked mixture of high tech, high expectations, and productivity combined with a collegial work environment surrounded by a natural setting. T4NG replaced the original T4 multiple award contract. With an anticipated ceiling value of approximately $22.3 billion, T4NG is the largest IDIQ contract awarded out of the Department of Veterans Affairs (VA).

IT Needs for Veterans

The contract will allow Sierra7 to provide the VA and its employees an avenue to offer veterans, worldwide, the means to quickly access the Department for their specific IT needs, expedite service delivery, and improve filing and speed of processing claims. The T4NG contract is designed to provide a total information technology overhaul for VA organizations, including planning and management, cybersecurity, software, hardware, engineering, design, and support for the department’s global enterprise network.

SEWP V is Easy to Use

To submit Requests for Quote (RFQ), Requests for Information (RFI), & Market Research Requests (MRR), the recommended method is using the SEWP Quote Request Tool (QRT) available on the SEWP website Use of this tool assists in providing and documenting Fair Opportunity, and verifying and assuring items quoted are on contract and properly priced. For further instructions, refer to the Ordering Process guide on the SEWP website.

End User or Contracting Officer:
  • Determines Best Value Through Market Research
  • Creates Delivery Order (DO)—Cites NASA SEWP Contract Number and Prime Vendor
  • Sends order with cover sheet to NASA SEWP Portal, either by fax to 301-286-0317, or via email to A SEWP Fax Coversheet or simliar should accompany all DOs
  • Sends Order to NASA SEWP Portal online:
  • Verifies Order
  • Forwards Valid Orders to the Appropriate Contract Holder
  • Process time usually less than 1 business day through SEWP Portal

Procurement Program for Small Business Concerns Owned and Controlled by Service-Disabled Veterans Public Law 108-18

On October 20, 2004, the President signed Executive Order 13360 to increase federal contracting and subcontracting opportunities for Service-Disabled Veteran-Owned Businesses (SDVOB). Federal agencies must award 3% of their contracts to SDVOBs and have the option to award sole-source contracts if:

  • such concern is determined to be a responsible contractor with respect to performance of such contract opportunity and the contracting officer does not have a reasonable expectation that 2 or more small business concerns owned and controlled by service-disabled veterans will submit offers for the contracting opportunity;
  • the anticipated award price of the contract (including options) will not exceed $5.0M in the case of a contract opportunity assigned a North American Industry Classification System code for manufacturing; or $3.0M in the case of any other contract opportunity;
  • in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price
