Agile, PMBOK, Scrum, ITIL

HMS is staffed with dozens of certified PMPs, Certified Scrum Masters, and ITIL staff. We utilize these standards and methodologies daily as we implement iterative software development projects for the VA Enterprise Service Bus, manage the OCIO portfolio of IT projects at the USPTO, and assess the IT infrastructure for the Library of Congress. HMS also employs numerous other certified best-practice staff including Six Sigma, Certified Fraud Analysts, Certified Government Financial Managers, and SaFE Agilist, to name a few.

CPIC, OMB 300, Budget

Since 2007, HMS has been performing Cost Accounting, CPIC, and Budget Advisory and Project Funding activities for the USPTO OCIO. These efforts support Enterprise Program Management Systems and Enterprise Data Warehouse business objectives. Inclusive of these Federal Business Processes is EVM, cost driver assessments, project funding development, and reporting. HMS provides extensive Activity Based Costing (ABC) manpower to all our financially-focused programs.

BPR Support and Governance

Business Process Re-engineering has been a staple for HMS throughout the last decade. Most notably, we worked hand-in-hand with the VA National Data Center Project as their VistA IT groups consolidated 128 independently managed locations (hospitals) to an agency-wide single process and consolidated this application to eight locations. Today, we are helping the Library of Congress as they evaluate and re-engineer all of their IT system components. As with all BPR processes, the development and establishment of Governance is required and HMS actively develops these for our Federal Clients.

Requirements, GAP Analysis, IV&V

With our full bench of Subject Matter Experts (SMEs), HMS supports a number of Federal programs where our expertise assists the agency to better understand where they stand with Federal and industry best-practice compliances. For the Corporation for National and Community Service, HMS performed complete IV&V of their documentation and processes surrounding their data centers. For the Library of Congress, HMS is currently assessing standards and best-practices associated with Tier 1 infrastructure, storage capabilities, and Power Down process of their applications, services, and data centers. Our analysis typically outlines current state, 3-, and 5-year out architecture based on Federal mandates intertwined with commercial best-practices.
